"Stacking" means that you take the store coupon and put it with a manufacture coupon. Target is excellent at allowing "stacking". And yes, "stacking" is legal if the store allows it. You may not "stack" a manufacture coupon with a manufacture coupon - it can only be a store coupon with a manufacture coupon.
